Монгол Улсын Засгийн газар болон Европын сэргээн босголт, хөгжлийн банк хооронд 2024 оны 4 дүгээр сарын 26-ны өдөр Зээлийн гэрээ, Буцалтгүй тусламжийн гэрээ, Төслийн гэрээнд тус тус гарын үсэг зурснаар “Дархан-Уул аймгийн Нэгдсэн эмнэлэг барих төсөл” албан ёсоор хэрэгжиж эхлээд байна.Төслийн хүрээнд олон улсын жишигт нийцсэн, орчин үеийн дэвшилтэт тоног төхөөрөмжөөр бүрэн тоноглогдсон, бүсийн жишиг 250 ортой нэгдсэн эмнэлэг барьж байгуулах юм. Шинэ эмнэлэг нь дараах 4 үндсэн барилгаас бүрдэнэ. Үүнд:

1. Амбулатори, үзлэг оношилгоо
2. Хүүхэд, насанд хүрэгчдийн хэвтэн эмчлүүлэх тасаг
3. Халдварт өвчин судлал, хэвтэн эмчлүүлэх тасаг
4. Яаралтай түргэн тусламжийн тасаг

Шинээр баригдах эмнэлэг нь Дархан сумын 13 дугаар багт, одоогийн Нэгдсэн эмнэлгийн урд байрлах 5 га газарт шинээр баригдана.
Эмнэлгийн хүчин чадал:

• Барилгажих нийт талбай: 36,000 мкв
• Зоорийн давхар бүхий 4 давхар барилга, байгууламж
• 207 авто машины зогсоолтой
• Олон улсын ногоон барилгын EDGE стандартын дагуу баригдана
• 130,000 хүн амд эрүүл мэндийн үйлчилгээ үзүүлэх хүчин чадалтай
• MRI, ангиографи бүхий өндөр нарийвчлалтай оношилгоо
• Тусгай тоноглолтой 6 мэс заслын өрөө
• 33 үндсэн эмнэлгийн нэгжтэй байна

Төсөл амжилттай хэрэгжсэнээр:

• Орчин үеийн зохион байгуулалт, дэвшилтэт тоног төхөөрөмжийг нэвтрүүлснээр Дархан хот болон бүс нутгийн иргэдийн эрүүл мэндийн үйлчилгээний хүртээмж, чанар сайжирна.
• MRI, ангиографи оношилгоо нэвтэрснээр тархины цус харвалт, зүрхний шигдээсийн улмаас нас баралтыг 10–45 хувиар бууруулах боломж бүрдэнэ.
• Эмнэлгийн доторх халдварын тохиолдол жилд 15–20 хувиар буурна.
• Хамгийн бага инвазив мэс заслыг өргөн нэвтрүүлснээр эмчилгээний үр дүн сайжирч, эмнэлэгт хэвтэх хугацаа богиносно.
• Улаанбаатар хот руу эмчилгээ хийлгэх шаардлага багасч, иргэдийн цаг хугацаа болон санхүүгийн зардал хэмнэгдэнэ.
• Барилгын үе шат болон эмнэлэг ашиглалтад орсны дараа шинэ ажлын байрууд бий болно.

GENERAL HOSPITAL CONSTRUCTION PROJECT IN DARKHAN‑UUL PROVINCE IMPLEMENTED WITH JOINT FINANCING FROM THE GOVERNMENT OF MONGOLIA AND THE EUROPEAN BANK FOR RECONSTRUCTION AND DEVELOPMENT

The Darkhan‑Uul Province General Hospital Construction Project is being implemented with joint financing from the Government of Mongolia and the European Bank for Reconstruction and Development (EBRD). The Project formally commenced on 26 April 2024, following the signing of the Loan Agreement, Grant Agreement and Project Agreement between the Government of Mongolia and the EBRD.

The Project aims to strengthen regional healthcare infrastructure through the construction of a new, modern general hospital in Darkhan‑Uul Province, fully equipped with advanced medical technologies and designed to meet international standards for safety, efficiency and environmental performance.

Under the Project, a 250‑bed regional general hospital complex will be developed, comprising several functional buildings, including an Outpatient Clinic, Inpatient Hospital, Infectious Disease Unit, Ambulance Station and Pathology Unit. The hospital will be constructed on a 5‑hectare site in Bagh 13, Darkhan soum, adjacent to the existing General Hospital, ensuring continuity of healthcare services during the transition period.
Hospital Capacity and Key Features

• Total gross floor area of approximately 36,000 square metres
• Multi‑storey hospital complex with basement facilities
• Parking capacity for approximately 207 vehicles
• Designed in line with the EDGE international green building standard, promoting energy and water efficiency
• Capacity to serve an estimated 130,000 residents of Darkhan city and the surrounding region
• Advanced diagnostic capabilities, including MRI and angiography
• Six fully equipped operating theatres
• 33 core hospital departments and clinical units

Expected Project Outcomes 
The Project is expected to deliver significant social and economic benefits, including:

• Improved access to quality healthcare services and enhanced service efficiency for residents of Darkhan‑Uul Province and neighboring provinces
• Strengthened diagnostic and treatment capacity, enabling earlier detection and more timely treatment of complex conditions such as stroke and cardiovascular disease
• Reduced rates of hospital‑acquired infections, supported by modern infrastructure, improved layouts and strengthened infection prevention and control systems
• Expanded use of minimally invasive surgical procedures, contributing to shorter hospital stays and faster patient recovery
• Reduced need for patient referrals to Ulaanbaatar, resulting in time and cost savings for patients and their families
• Creation of employment opportunities during both construction and operational phases
• Enhanced professional skills and institutional capacity of medical and non‑medical staff, supporting the long‑term development of a skilled regional healthcare workforce 

The Project reflects the Government of Mongolia’s commitment to strengthening regional healthcare services and the EBRD’s continued support for sustainable infrastructure and social development across the country.
